Norwegian Financial Mechanism (NMF) for the years 2009-2014
As a result of signing the Memorandum of Understanding on 10th June 2011 between Poland and Norway, another financial perspective of the Norwegian Financial Mechanism (NMF) for the years 2009-2014 has been launched.
Signing of the international bilateral agreement was the result of agreements signed on 28th July 2010 between the EU and donor countries.
The beneficiary states will consist of twelve new EU member states including Portugal, Greece and Spain. The total amount of support is EUR 1.788 billion and 32 percent of this amount will be allocated to Poland.
After having signed the bilateral agreement, programme works have started. According to the implementation system, created by the donors, the so called “Programme Operator” will prepare operational programme for each subject area. The operational programmes shall specify, among others: a detailed description of the priority areas, a catalogue of beneficiaries, the principles of selection and evaluation of project proposals, eligible costs, etc. The operational programmes will be evaluated by the Polish party and by the donors then, they will be submitted to the European Commission.
One of the areas specified in the Memorandum of Understanding is the Programme area No. 32: "Improvement of Correctional Services including non-custodial sanctions".
The total amount of the Programme is EUR 15 294 thousands.
The Programme Operator is the European Funds Team in Penitentiary Office at the Central Board of Prison Service.
The predefined projects will be implemented under the Programme. This is a partnership programme and will be implemented in cooperation with the Norwegian Correctional Service.
The main objective of the planned activities to be financed with NMF, is to improve the quality level of imprisonment according to the international human rights standards.
The objective will be achieved by improving the efficiency of activities related to specific groups of inmates in penitentiary units and by improving competencies of both inmates and prison staff.
Direct activities aiming at achieving the intended results will be carried out by conducting the training programmes which will raise social and professional competences of convicts in order to increase the effectiveness of the convicts’ return to the society after the completion of their sentence. The activities will also aim at realization of prison staff trainings developing professional competencies (foreign languages and specialized courses, focus on work with specific groups of convicts or juveniles convicts, etc.), as well as realization of prison staff trainings aimed at increasing the abilities necessary for proper fulfillment of work duties (including stress-relief workshops, training programmes improving the management of staff, etc.).
Moreover, it is also planned to create and implement IT and telecommunication systems improving the management of correctional facilities.
There will be also purchase of equipment and modernization of the didactic processes at The Central Training Centre of Prison Service in Kalisz.
The results of the Programme shall be the popularization of the alternative solutions to imprisonment and improved competencies of both inmates and prison staff.
In the period 2012-2015 the following pre-defined projects will be implemented under the Programme:
Project no 1- “Implementation of training programmes raising social and professional competencies of convicts and creation of conditions facilitating convicts’ family bonds for the purpose of raising the effectiveness of their return to the society after the completion of the sentence” – beneficiary: Penitentiary Office at Central Board of Prison Service (CZSW).
Project no 2 – “Implementation of the Prison Service Personnel trainings to increase the professional qualifications in order to ensure appropriate quality level of imprisonment in accordance with the principles of international human rights standards” – beneficiary: Human Resources and Training Office at CZSW.
Project no 3 – “Implementation of the Prison Service Personnel trainings to increase the abilities necessary for proper fulfillment of work duties” – beneficiary: Human Resources and Training Office at CZSW.
Project no 4 – “Reinforcement of security systems in correctional facilities by means of Prison Service Intervention Groups” - beneficiary: Security and Defence Office at CZSW.
Project no 5 – “Creation and implementation of IT and telecommunication systems to improve the management of correctional facilities” – beneficiary: IT and Communication Office at CZSW.
Project no 6 – “Purchase of equipment and modernization of the system of Prison Staff training within vocational trainings” – the beneficiary: Central Training Centre of Prison Service in Kalisz.
Project no 7 – “Popularization of the enforcement of non-custodial sanctions and probation measures in the penal judiciary system” – beneficiary: Department of Decision Implementation and Probation in the Ministry of Justice.
